On the afternoon of November 8, the 12th meeting of the Standing Committee of the 14th National People’s Congress closed in the Great Hall of the People in Beijing, where the “Energy Law of the People’s Republic of China” was officially passed. The law will take effect on January 1, 2025. This nine-chapter law covers multiple aspects, including energy planning, development and utilization, market systems, reserves and emergency measures, technological innovation, supervision, management, and legal responsibilities. After multiple drafts and three revisions since its initiation in 2006, the long-anticipated inclusion of hydrogen energy in the “Energy Law” has finally come to fruition.
The transformation of hydrogen energy’s management attributes will be achieved by establishing a management system, clarifying development plans, supporting the development and utilization of hydrogen energy, setting pricing mechanisms, and creating reserves and emergency systems.
