Policy Interpretation | Sichuan Province’s Latest Development Plan for Charging Infrastructure Released

Recently, the official website of the Sichuan Provincial People’s Government released the “Development Plan for Charging Infrastructure in Sichuan Province (2024-2030)” (referred to as the “Plan”), which outlines development goals and six main tasks.

Acknowledging issues such as the uneven distribution of charging infrastructure and the rapid growth of electric vehicles in the future, the majority of Sichuan’s charging infrastructure is currently concentrated in Chengdu, major cities, and central urban areas, with a significant lack of deployment in economically less developed regions and peripheral urban and rural areas.

Looking towards future trends, the “Plan” sets ambitious targets: by the end of 2025, the province aims to install 860,000 charging stations with a rated power capacity of 13,000 megawatts, marking increases of 2.7 times and 2.4 times respectively compared to current levels. By the end of 2030, the targets are set at 2.93 million charging stations and a rated power capacity of 29,560 megawatts, representing increases of 9.2 times and 5.55 times respectively.

Addressing specific pain points in key regions and scenarios, the “Plan” proposes targeted solutions. To tackle “difficulty in charging in suburban and rural areas,” the plan aims to tailor charging infrastructure construction to local conditions. By 2025, Aba, Ganzi, and Liangshan prefectures will achieve “full coverage of charging stations in every county,” while other regions will achieve “full coverage in every township.” The plan targets a total of 22,000 public charging piles and a rated power capacity of 1.32 million kilowatts in rural areas across the province.

The plan also emphasizes building a well-structured urban charging network, achieving comprehensive coverage across various parking scenarios. It proposes the establishment of a convenient and efficient “public fast charging network” along urban roads, and promotes a “smart orderly charging network” with primary emphasis on slow charging and secondary emphasis on emergency fast charging in residential areas. It encourages municipalities with conditions to develop plans for promoting battery swapping models in sectors such as taxis, ride-hailing vehicles, buses, logistics vehicles, and construction vehicles.

Furthermore, the plan aims to optimize and upgrade public area charging infrastructure. It proposes integrating charging infrastructure construction with tourist reception volumes and charging demands. By 2025, all Grade A tourist attractions and resorts in the province will have electric vehicle charging spots accounting for no less than 10% of total parking spaces, with 4A and above tourist attractions establishing public electric vehicle charging zones. The plan encourages the orderly opening of dedicated stations to the public, aiming to enhance the efficiency of charging infrastructure utilization.

Through comprehensive implementation of these policies, the charging and operational systems of pure electric sanitation vehicles will undergo comprehensive optimization and upgrades. This initiative aims to enhance operational efficiency and range capabilities of pure electric sanitation vehicles in core urban areas, such as densely populated areas, major traffic routes, commercial centers, and tourist attractions. The construction of charging infrastructure in suburban and rural areas is expected not only to meet local demands for pure electric sanitation vehicles but also to promote balanced development of urban and rural sanitation services.
