02 Key Tasks
(1) Optimize industrial layout.
Based on our province’s abundant renewable energy resources and existing industrial foundation, we will establish a hydrogen supply system with green hydrogen as the main source and prioritize the development of hydrogen energy equipment industry focusing on hydrogen energy production, storage, transportation, and utilization. We will create a hydrogen and fuel cell vehicle industry cluster with a “core, belt, and corridor” structure. The “core” refers to Chengdu as the central hub, which will drive the development in cities such as Deyang, Leshan, and Zigong, focusing on the research, development, and industrialization of fuel cell basic materials, key components, and hydrogen energy equipment. We will establish specialized hydrogen energy equipment parks to drive the development of hydrogen energy and fuel cell vehicle industry across the province. The “belt” refers to the development of the green hydrogen belt in western Sichuan, with cities such as Panzhihua, Ya’an, and Liangshan as key areas, leveraging the advantages of renewable energy and exploring the ecological development of green hydrogen production, storage, transportation, and utilization. The “corridor” refers to the “Chengdu-Chongqing Hydrogen Corridor” with important nodes in Neijiang and Guang’an, aiming to demonstrate and promote the development of hydrogen energy and fuel cell vehicle industry in the Chengdu-Chongqing region. (2) Enhance innovation and research and development capabilities.
We will establish an efficient and collaborative multi-level innovation system, supporting universities, research institutes, and enterprises in accelerating the construction of national and provincial key laboratories, industrial innovation centers, engineering research centers, technology innovation centers, and manufacturing innovation centers. We will focus on basic theoretical research and frontier technology research, closely related to practical application scenarios. Special funds will be allocated to break through key core technologies in areas such as renewable energy electrolysis for hydrogen production, high safety and low-cost hydrogen storage and transportation, and hydrogen fuel cell systems. In the field of renewable energy electrolysis for hydrogen production, we will focus on breakthroughs in technologies such as proton exchange membrane electrolysis, high-temperature solid oxide electrolysis, and photoelectrochemical hydrogen production, striving to reach the international leading level. In the field of high safety and low-cost hydrogen storage and transportation, we will focus on breakthroughs in equipment manufacturing such as high-pressure gaseous storage and transportation, large-scale hydrogen liquefaction and storage, and hydrogen pipeline transportation, aiming to achieve a leading position domestically. In the field of hydrogen fuel cell systems, we will promote the independent breakthrough of key components such as fuel cell stacks, membrane electrodes, bipolar plates, proton exchange membranes, catalysts, carbon papers, air compressors, and hydrogen circulation systems, striving to achieve synchronization with domestic standards. (3) Strengthen demonstration and application.
We will further accelerate the demonstration and application of hydrogen energy in transportation, power generation, energy storage, and industrial sectors, providing demonstration sites for new equipment and technologies and speeding up the industrialization process. We will vigorously promote the demonstration and application of hydrogen energy in the transportation sector, with a focus on medium and heavy-duty commercial vehicles and long-haul transportation, expanding the scope of hydrogen fuel cell vehicle demonstrations. We will collaborate with Chongqing to create the “Chengdu-Chongqing Hydrogen Corridor” and form a city cluster for hydrogen fuel cell vehicle demonstrations in the Chengdu-Chongqing region, jointly applying for the national demonstration of fuel cell vehicles. We will explore the demonstration application of hydrogen energy in rail transportation, engineering machinery, drones, ships, and other sectors. We will increase the application of hydrogen energy in the industrial sector, exploring its application in chemical industry, metallurgy, and promoting the green and low-carbon development of the industrial economy. We will actively explore the application of hydrogen energy in power generation, energy storage, and other fields, conducting distributed hydrogen-based power generation demonstrations in suitable areas, hydrogen-based combined heat and power demonstrations in high-altitude regions, and hydrogen-based emergency power supply demonstrations in response to disaster relief needs, promoting the energy revolution. Improve the industrial development system: Drive the development of related fields such as fuel cell stacks, membrane electrodes, bipolar plates, proton exchange membranes, catalysts, carbon papers, air compressors, and hydrogen circulation systems. Strengthen the integration of the hydrogen energy industry with other industries, such as the chemical industry and advanced manufacturing. Promote the development of hydrogen energy standards, testing, and certification systems. Establish a talent training system to support the industry’s growth.
