03 Safeguards
(I) Strengthen organizational synergy.
The people’s governments of each city (state) and all relevant departments at the provincial level should fully understand the great significance of promoting the development of hydrogen and fuel cell automobile industry, strengthen the organizational synergy, form the development synergy, and jointly promote the synergistic development of hydrogen and fuel cell automobile industry in the province. All relevant departments at the provincial level shall refine the policy measures according to their own functions. The people’s government of each city (state) should combine the local actuality, strengthen the organization and leadership, study and formulate the specific implementation plan, and ensure that the tasks are put into place. Give full play to the guiding role of the government, coordinate the use of various types of funds, focusing on hydrogen energy technology research, public platform construction, demonstration applications and other aspects to be tilted. Encourage social capital to set up hydrogen energy and fuel cell automobile industry funds and financing platforms, and increase financial support for the hydrogen energy industry. Encourage enterprises upstream and downstream of the industrial chain, universities, research institutes, etc. to form industry-academia-research consortiums, focusing on key areas such as hydrogen production, storage and transportation, hydrogen refueling stations, fuel cell systems, fuel cell vehicle performance and reliability, fuel cell vehicle demonstration and operation safety, safety and emergency response, etc., to participate in the development of various types of standards, and gradually improve the construction of the local standard system of the hydrogen energy industry, to provide references for the industry and the development and optimization of the national standards. The people’s governments of the cities (states) and relevant provincial departments should attach great importance to safety supervision, strengthen the awareness of safety risks of the main body of each link of hydrogen production, storage, transportation, addition and use of hydrogen, and strengthen the main responsibility of the enterprise and the supervisory responsibility of the relevant provincial departments and cities (states), and establish and improve the safety management system. Strengthen the daily management of operators, strengthen safety training and unscheduled inspections to ensure the safety of production and operation. Give full play to the scientific research resources of colleges and universities and scientific research teams to cultivate a group of innovative R&D talents specializing in hydrogen energy technology and equipment, so as to consolidate the innovation foundation for industrial development. Encourage and support vocational colleges and universities to accelerate the construction of hydrogen energy-related disciplines and specialties, and cultivate high-quality and highly skilled personnel and professional practitioners.
